Abstract: Based on the characteristics of teleportation and classical information transmission, the transmission process of multi-pair entangled particle invisible state transfer network is designed with both sides of communication as the research object. To ensure that the transmission is reliable, a quantum cloning machine is used to copy and backup the quantum states, and then the information is transmitted. Considering that the third party cannot directly monitor the quantum information in the quantum channel, a method for the third party to calculate the number of data frame bits in the data link layer and a method to receive IP datagrams in the network layer is designed to indirectly realize the monitoring of the user, while solving the problem of user monitoring by the NSA for the information  transmission security and the problem of charging by the telecommunication company for the user's communication time and communication traffic.
