Abstract: The  rapid development of the network technology proposes new requirements to the file management of the universities.A series of reform measures must be taken,especially the development and utilization of the file information resources.Firstly,the traditional ideas of the file work of the universities should be changed and  the overall strategy of the development and utilization should be re-designed.Secondly,the construction and maintenance of the network hardware should be enhanced.Lastly,the quality of file personnel shoud be upgraded.
