Abstract: Based on the analysis of the present situation and problems of the economic development in the Western Hunan Autonomous Prefecture,this paper points out the necessity and urgency for the cyclic economy application.Then several feasible development modes are discussed for the Western Hunan Autonomous Prefecture.
