Abstract: Twenty-six scenic spots in Xiangxi Tujia- Miao Autonomous Prefecture as the research objects, evaluation index system is established in terms of four aspects and 16 indexes, including environment, talent, facilities, and regulations. Weights of 16 indexes  are provided in quantitative and qualitative ways, and the core scenic spots of different kinds are evaluated through analytic hierarchy procedure. Planning schemes of the most time-saving and money-saving travel routes of the core scenic spots are obtained, which provides  reference and guidance for the local government  to develop tourist industry and the  tourism companies to develop tourism products.
