Abstract:

Through analyzing the present situation of the water environment of east Dongting Lake and the causes for exceeding class-III limit in 2016,this paper points out that implementation of the "River Chief System" will produce positive influence in clarifying rights and responsibilities,launching targeted program and practicing of social coordinated management.However,the full implementation is confronted with  complexity of incoming water,lack of basic scientific researches,insufficient local finance and many other problems.It is suggested that the water environment monitoring network of the east Dongting Lake shall be practiced in an integrated way,thereby realizing "one cross section-one river chief,one cross section-one file,one cross section-one strategy" in the working system and practicing the measures of "monthly release, quarterly supervision and notification,and annual assessment".The   paper advocates that  priority should be given to the treatment of limit-exceeding water problems in the east Dongting Lake area,making full use of information platform and the public network platform with basic data to encourage public participation,strengthen the basic scientific researches,establish ecological compensation mechanism as early as possible,as well as pay attention to regulation and guidance through economic means.
