摘要：
为了更好地了解金融服务精准扶贫的实践情况，对湖南省永顺县松柏镇的“分贷统还”金融扶贫模式进行实地调研，总结出了金融服务精准扶贫的“松柏模式”.该模式不仅让广大贫困农户获得收益，而且让企业组织获得资金，让地方经济获得动力，让金融机构获得信贷，实现了多方利益主体的共同利益，明确了金融服务精准扶贫面临的“谁来扶”“扶什么”“怎么扶”“怎么样”等问题.

Abstract:
In order to better understand the effects of targeted poverty alleviation through financial measures,a field research on the credit system in Songbai Town,Yongshun County of Hunan Province has been conducted.It has been found that the Songbai Model can not only benefit the poor farmers,but help raising capital for the enterprises and make more credit available to the financial institution as well,achieving all-round winning and making the local economy more dynamic.This financial model of targeted poverty alleviation provides answers to the questions of who,what,how,and how effective.
