Abstract: It has become an important way to improve the regional tourism industry competitiveness through founding tourism industry cluster.As the management department of the tourism industry cluster,the government is its key stakeholders.This research analyses the relation between the government and the tourism industry cluster;starting with the analysis of the games between the government and the enterprises in the tourism industry cluster,it studies the games between the government and the tourism industry cluster;and it finally provid some advices for the development of the tourism industry cluster in China.
