摘要：探讨了目前高校科研评价中存在的问题，并从政策、制度、程序等方面进行了全面分析，最后提出相应的对策.希望推动高校科研评价工作向更加科学、公正的方向发展.

Abstract: The problems in evaluation of college scientific research are introduced and analyzed from the aspects of policy,institution,and procedures.The countermeasures are then put forward to make the evaluation scientific and justified.
