Abstract: Circulation and sharing of data helps promote the prosperity of the digital economy market,and gives enterprises the rights to use data in line with economic development.The key to realizing the value of data lies in the collection,use and sharing of data,and enterprises will turn the information data held by individuals into data with market transaction value after reprocessing and processing such as desensitization.In the "individual-enterprise" data binary structure,in order to avoid the deadlock of the protection mechanism for use and sharing of data,the dispute over data ownership should be temporarily shelved and a data use and sharing mechanism should be established for enterprises.The foothold of the mechanism will be shifted from the perspective of personal interests to the perspective of social interests,and the rational use system of data and the data access system will be clarified,so as to promote the free circulation and full sharing of data and maximize the value of data.
